The Historic Dockyard Chatham is looking to recruit a Head of Facilities Management with heritage-based conservation skills who can assist to manage the Trust’s team and contractors to maintain and preserve the Historic Dockyard’s 80-acre estate consisting of a unique assembly of historic buildings and structures relating to the age of sail.

The successful candidate will be able to demonstrate their passion for working with historic structures as well as modern building management systems and green technology as well as visitor focused galleries and exhibits. Candidates must demonstrate their ability to plan and deliver successful repair, preservation and conservation programmes within budgets and their experience of motivating and managing small teams including both staff and contractors.

The Head of Facilities Management is a vital part of the broader departmental succession planning with key leadership responsibilities within the department and in supporting the effective leadership of the organisation.

The Historic Dockyard Chatham is a thriving community with 115 residential properties, over 100 commercial tenants, including the University of Kent with 600 students, and a visitor attraction receiving up to 180,000 visitors a year.

It is a unique heritage environment, being the most complete Dockyard of the age of sail in the world. The estate is owned and operated by Chatham Historic Dockyard Trust (The Trust), an independent charity, that has transformed the formally derelict post-industrial site into the 21st Century, 24/7, place that it is today.

Overall Purpose of the role:

As a key member of the Estates Department Management Team and a member of the extended Management Team, the Head of Facilities Management will report to the Director of Historic Buildings and Environment and work closely with the Historic Buildings Manager and manage the Health, Safety and Security Manager. The role is a vital part of the broader departmental succession planning with key leadership responsibilities within the department and in supporting the effective leadership of the organisation. The successful candidate will work across the unique 80-acre mixed use heritage estate, including visitor galleries, commercial buildings, and residential properties. The post holder will deal with day-to-day operations, planned and reactive maintenance, leadership of Health and Safety and Security, maintaining site infrastructure. The post holder will be required to take a practical and hands-on management of the estates, whilst also managing a small direct labour force and a range of contracts. Working within a small and busy team the post holder must be capable of working independently and day-to-day work schedules as well as contributing to the overall success of the team. This is an exciting role offering an excellent opportunity for the right person; we require a self-motivated, enthusiastic and ambitious individual who is a dedicated team player.

Key Tasks and Responsibilities:

Planned and Reactive Maintenance

• To be the point of contact for all queries relating to the maintenance and general upkeep of the site.

• Prepare, tender and manage contracts for all facilities on the estate; including services infrastructure in the visitor, commercial and residential areas.

• Prepare, tender and manage a wide range of contracts, including Cleaning, Grounds Maintenance, Pest Control, Tree Maintenance and Waste Disposal etc.

• Manage and maintain all the estate infrastructure services systems, building services and internal modern fittings and fixtures. This role includes; Gallery AV systems including scheduling maintenance works, lamp life and equipment life, supporting Planned Preventative Maintenance assessments and the budget setting process.

• Manage and maintain BMS systems, CCTV systems, ANPR parking and barriers, Electric Vehicle charging etc.

• Specify and tender replacement of building services systems equipment including boilers etc.

• Manage the maintenance and upkeep of the residential estate and coordinate with the Estate Manager to ensure a professional service is provided to all residents.

• Tender and manage residential cyclical decoration works • Prepare for and attend Tenant and Residential Meetings as required

• Manage a small team of direct labour personnel to maintain the seven-day a week operation of the estate. Providing weekend cover to keep the visitor experience and galleries operational.

• Development of the direct labour team skills, including performance management, appraisals and their CPD.

• Building relationships with tenants and residents, managing relationships and expectations professionally

• Supporting the preparation and delivery of a wide variety of events and activities across the historic estate

Health and Safety

• To manage the site Health, Safety and Security Manager, ensuring that all works and records are undertaken following Health and Safety mandatory and statutory requirements and general best practice, and providing effective leadership across all aspects of Health and Safety.

• To manage and work closely with the Health, Safety and Security Manager to oversee the site security operations and management

• To ensure that all maintenance works, and contracts are managed following all Health and Safety Mandatory, Statutory requirements and general best practice.

• To manage and maintain all aspects of statutory inspections and compliance, e.g. Legionella testing, lightning systems, fixed wire testing etc.

• Ensure that all site works are undertaken with the appropriate Risk Assessments and Method Statements in place and recorded.

• Oversee accident and near miss investigations led by the Health and Safety and Security Manager.

• To liaise with the Board of Trustees on Health and Safety compliance and reporting. Other Responsibilities

• Champion environmental sustainability throughout all areas of responsibility such as managing and monitoring energy usage and waste management

• Develop and assist the Director to identify budgetary requirements, setting annual budgets and managing expenditure within agreed budgets.

• Within delegated authority prepare and sign off Purchase Orders and ensure that they are properly recorded and tracked.

• Attend call-outs as necessary, be part of the call-out rota and respond as required.

• Attend and support key visitor events as required.

• Lead the recruitment of staff as directed by the Director or CEO
