COMPLIANCE MANAGER
Clark James Recruitment are working with a leading IFA Business within the Kent area.
Due to ongoing growth within the business our client are keen to appoint a Compliance Manager to join their team.
Role
• To assist the Compliance Director in the delivery of the Compliance, Training and Competency services to the business and consultants
• This includes the supervision of individual consultants and ensuring the adherence to FCA Principles and Conduct of Business Rules, the businesses Compliance and Training and Competence (T&C) schemes
• Managing and overseeing the activities of the Compliance Managers and Compliance Administration Assistants.
Duties and Responsibilities
• Production of the Compliance Plan
• Production of the Governance Plan
• Maintenance of Central Risk Register
• Production of the T&C Scheme
• Coordination of AML guidance
• Administer the TCF Plan
• Draft and issue compliance bulletins as required
• Produce the communicate regulatory change into the business as required
• Coordinate the complaints process
• Provide technical expertise in support of the businesses mission to provide compliant financial advice for their clients
• Support and participate in all matters relating to the formulation and operation of Compliance Policy
• Create company standard operating procedures
• Production of appropriate oversight MI throughout the business
• Pre-approval of cases required by risk management criteria
• Oversight of Compliance Register routine maintenance
Liaison with external Service Providers
• Communicate with FCA on matters relating to Permissions, Approved Persons authorisation and T&C
• Coordinate and promote the provision and utilisation of paraplanning services pension transfer specialists
• Arrange the renewal of professional indemnity (PI) cover and liaise with PI insurers on all matters relating to claims
• Establish and maintain a network of technical expertise on matters relating to delivery of financial advice and regulation
• Oversee the third party audit of compliance procedures
Training and Competency
• Oversight of periodic KPI production for business and advisers
• Conduct, create and deliver training programmes as required to ensure staff and adviser competencies are maintained
• Delivery of new adviser Induction Courses
• Production of Induction Course reports and new adviser authorisation
• Ensure the delivery of the Throgmorton T&C scheme
• Provide counsel and coaching to consultants in relation to business activities and advice
• Conduct 1 to 1 meetings with consultants as required
• Attend and achieve a satisfactory level of training as required in relation to the job role including anti-money laundering, data protection and complaints handling
Other Duties
• Assist in the production of figures for FCA returns
• Maintenance and oversight of systems
• General management of the Compliance Department and its staff
• Participate and provide input in project work as required from time to time
• General telephone and email enquiries
• Money laundering reporting
Candidate
• A diploma level (level 4) Financial Services qualification or higher
• Knowledge of FCA regulations and the FCA Handbook
• Change management experience
• Experience in a Leadership and/or Supervisor role
• Knowledge of Quantitative and Qualitative Analysis as applied to Financial Services
• Good knowledge of Microsoft Word and Excel in order to prepare and format client facing documents and to prepare spreadsheets which utilise formulas combined with the ability to sort spreadsheet data
• Experience of Compliance as applicable to Financial Services
• High level of interpersonal skills in order to communicate compliance findings and requirements positively to colleagues
• Ability and desire to identify and prioritise tasks in order to meet the timescales relating to compliance reporting requirements
Desirable
• Knowledge of compliance gained in a wealth management or financial advice environment
• Experience of monitoring case files for adherence to Financial Conduct Authority (FCA) regulations and file quality
• Generic technical knowledge of retail financial products e.g. pensions, unit trusts, investment bonds, OEICs and life assurance
• Knowledge of personal taxation of retail financial products e.g. pensions, unit trusts, investment bonds, OEICs and life assurance
• Experience of working in an environment adhering to the FCA principles for Conduct of Business (COBS) and Treating Customers Fairly (TCF)
• Experience of communicating compliance principles to financial advisers
• Experience of working with client sensitive information within the requirements of the Data Protection Act
